Metropolitan Police: Keeping bobbies on the beat

The Metropolitan Police Service (the Met) is a critical public service body. With nearly 50,000 employees, it is one of the largest police forces in the world, and has a remit ranging from law enforcement to the protection of the British Royal Family. When Deloitte was engaged to help address pressing gaps in performance and budget, we knew it would be a huge challenge to deliver on the competing priorities of achieving financial savings, maintaining police numbers and increasing public confidence.

Despite the enormity of the task — the Met covers 620 square miles and a population of 7.2 million — we delivered on all fronts and engaged the workforce in radically rethinking how all of their services could be delivered and improved. We kept things as simple as possible: looking at each service individually and applying the same basic principles. This included finding a better match between demand and resources, tackling top-heavy management and increasing the size and geographic coverage of teams to deliver greater flexibility and resilience.

In the first year alone (2012-2013) the programme yielded cost savings of £80 million, with a further £150 million in 2014-2015. It’s now on target to deliver recurring savings of nearly £200 million a year from 2015-2016. Priority crimes, including burglary and theft, have fallen by 7 percent in 2015 and we are on target to increase the number of police constables by 10 percent during the same year. Public confidence in local policing across London stands at 68 percent — up from 63 percent in 2012 — following implementation of the new model; a figure that is in part attributable to the preservation of frontline policing.
