Vicky Gaulter MA FCA is Director of Financial Control at NHS England. She is the Senior Responsible Owner for implementation of the next-generation Integrated Single Financial Environment Programme (ISFE2) NHS England’s new finance platform and shared service for finance, formerly part of the Government Major Projects Portfolio. In this role, Vicky is personally accountable for delivery, governance, programme viability, strategic risk and transparent reporting to NHS England, the Department of Health and Social Care, Ministers and Parliament.

A strategic transformation and finance leader, Vicky has extensive senior experience across NHS England and the Civil Service. A Fellow Chartered Accountant and Cambridge Mathematics graduate, she combines deep financial expertise, commercial insight and inclusive leadership with a strong record of delivering complex, high-profile change.

Prior to her current role, as Deputy Regional Director of Finance and COVID Incident Director, she has led regional finance, crisis response, cultural transformation and estate redesign. Previously, she worked at HMRC manging transformation portfolios and budgets of up to £1.1 billion, reset programmes with escalating costs, strengthened governance and managed HMRC’s £4 billion budget.
